Does anyone know of a program that will allow me to build roller coasters in it for rct2 but also allow me to add themeing?
RCT2 does.

Add themeing??
What you do is go to scenario editor, select all the coasters. Then make sure you check the availible themeing. Then whala!
You don't need to make it into a park, just build and theme. It's called a sandbox!
