IOA has fans with mist blowing in the Amazing Adventures of Spiderman line, the other lines mioght have it to but I didn't really pay much attention because there were no other lines.
Mist sprayers actually make more humidity, which in turns makes things feel hotter i.e. Heat Index (Combination of the Air Temp and Humidity) So the misters that are already in the park would in turn make things hotter.
Personally the Batman queue needs the Air Condtioning on every day above 75 degrees, Because with 100+ people in there it gets very very hot and you can actually get light headed in there.
As for Fans, i really dont see it doing much in the way of cooling off a queue, Think of it this way:
Fans blowing hot air on hot people makes hot air circulation which doesnt cool you off but make you hotter, Think about it this way, its like trying to run your cars air conditioning the second you start up your car, of course your going to get hot air blowing through there.
For the TV, idea honestly the Lonney Tunes Cartoons are only a few second parts of the classics, not the whole cartoon The TV's would be an awesome idea if used the right way.
Example: Current Wait Time from This Point, Six Flags History, Looney Tunes Cartoons. ETC etc.
I was in batman last week and it was brutal. Its way hotter and more humid, and smelly in the stairway than outside. they need to spraypaint or add a water affect to the storm drain access, clean up that stairway, and put some sorta air conditioning in there. They also gotta get sidd of the lights. every year they keep adding more and more lights and chinging them from red to white. They should do without them or make them blue.

I beg to differ on this part. Any RH that the misters add to the air would quickyl disperse into the atmosphere above the 10 feet directly affected and any wind would quickly move the increased humidity away.
The water that comes out is not going to be hot, it's going to be cold so the cooler temp of the water, plus the evaporating effect on the skin would most definatly make it seem cooler. (A person sweats to cool down, don't they?) Remember evapoation is a cooling process regardless of whether it takes place on skin or in the atmosphere. (Remember your Wet Bulb temperature levels from Met 101?)

Any fan blows air around that matches the ambient temperature. Just turn the fan on in your room and hold a thermometer up. The temp will stay the same. This is because of wind chill (to an extent). No matter how hot the temperature may be, wind will make it seem cooler (unless the wind is extremely fast which will result in friction burns and make it seem hot).
