Things like this happen with some frequency. Years ago I saw someone drive right over the grass into the parking lot to avoid the payment windows (this is when parking was $8). There are signs posted all over the place near the businesses around the park that saying that it is parking for their business customers only and violators will be towed. At least SFGAm has a nice big parking lot though, at Disneyland sometimes by late-morning they have filled the parking structure and are parking/shuttling people from the Anaheim Garden-Walk shopping center. All the parking lots that are across the street for non-Disney hotels that are close the park are all gated off with security closely monitoring.
Parking at SF is expensive that's for sure, but a regular season pass with parking still hovers around $140 or so which isn't too bad for a full season with no blackout dates and parking at a big park like SFGAm (though seeing the $15 parking at SFA last year I almost crapped my pants). I go to Universal Studios Orlando with some frequency and the annual pass with parking included is $350, about $200 more than the AP I have that does not include parking (and realistically the whole reason parking keeps going up at SF parks is so they can keep that season pass price low since thats how they get a huge percentage of their attendance).
