How do you create a poll? There's no button that says "POLL"

I thought that there used to be a poll button when the site first started

how come we can't start polls?

Polls were being abused, so that option is now only availble to adminstrators through a long process, so not even admins will make them (unless it's really imporant, but this is not a democracy, so who needs polls?)

Guests can reply only in this forum. This was mainly because people used to have problems (usually stupidity or an honest problem, but client side, not server side, so we couldn't help) with logging in. I thought Dave disabled it, but he didn't. BTW, the guest is me.
