My son is 48 inches tall. Does that mean he can still get $20 off? or is it ONLY under 48?

As long as he is directly on the line, he gets the kids price. They are pretty strict about it being exact though, so even if he is a hair over, I would imagine no.

I would also call this a question about a child's admission, rather than a general park question.

If you buy your ticket online you will get the $41.99 deal and it does not matter who uses that ticket. But online you do also have to pay for a processing fee.
Now if you try to buy your ticket at the park with a $20 off coupon you will get $20 off of the general admission price not the child under 48" price. At the park once you say you want to buy a child ticket they will ask you to see the child and they measure the child. One those $20 off coupons it says in small print $20 off GENERAL ADMISSION price.
