That was made because an enthusiast that was "enhancing" their experience on Raven by riding without a seat belt while standing up was ejected from the ride and died. The person who made that statement was Will Koch of Holiday World, and shortly thereafter both Cedar Fair and Six Flags, Inc. had made statements along the same idea.
The truth is, and something a lot of enthusiasts don't seem to realize is that the forces for a ride are the exact same whether you are stapled to it or not. Being stapled to a ride may be less comfortable, but riding with the harnesses extremely loose can put you and others in danger, and it simply shouldn't be done. Personally, I think that a ride like Raging Bull is more fun with the harness down closer because you can really feel the forces against it, and out of respect for the parks people that go there often especially should be better at knowing how the harnesses work and then abiding by the rules.
