Im getting a new computer, so all of my games have to be uninstalled which means all of my rct2 designs go bye bye.
Is there a way to upload my park with my tracks to a site and then download once I reinstall rct2?

Save them to floppy disks or CD-RWs. Upload them to weeweeslap.com. One of those should work.

Just go to this site and upload them. Then copy the link down somewhere. Microsoft word would be good and then e-mail that word document to yourself. Then when you get your new computer open up word and click on the links and download them. You got to make sure to test the links.

Im only worried about my tracks and my one park, so Ill upload the whole park with the tracks in it somewhere.

You could always email yourself the files. Or buy a USB flash drive (49.99 for 256 mb @ Best Buy) and you can upload your files to the new pc.
