RCT2 Unlock Scenery

I am making a custom scenario, but am not able to do all I would like to, due to the number restrictions on object and scenery selection. Is there any way to bypass this so that I can just have it all at my disposal?

That said, the game is now 10 years old and no one has found a way to break the limits, so I'm guessing it is either impossible or extremely difficult.

That's disappointing. Imagine the endless more extreme possibilities with unlimited object/ride selections...
