Yes, they can, because they are considered scenery, and other's scenery have went outside of the area.

I'm not the best with scenery (as you can see) and sorry for the large image... It was a little hard making it because of RCT's limitations on the direction that the spinning wild mouse can go (diagonal, s-bend...) Okay, pretty good. And yes, the scenery could use a little work. Get a hold of RCTwizard, he can help you out, he did for me.
Anyway, (this is how i'll score everyone) Track layout- 9/10 Space usage- 9/10 Scenery- 4/10 Stats- 8/10 Difficulty bonus- 9/10 with the exception of scenery, you picked a very hard ride. Nice job. Total- 39/50
Let me know what you guys think. It's not over water like the actual one though so it looks a bit odd in places. Coaster Count: 128

I will give you a 7 on that. The colors need to be a little bit better, and the scenery needs help. Also v2's station needs to be a little longer.
