For a while there was a traveling 300 foot observation tower in Germany.

Just by the looks of the one piece, no part of this new ride will be anything even resembling road legal in the US :)

Why aren't any of these "extreme rides" ANYWHERE in the US?

cause carnivals here have wristbands. With wristbands there is no financial incentive for a carnival company to get a huge 10+ trailer flat ride, when they will make the exact same amount of money off a tilt a whirl from the 1960's.

Also most of the rides in Europe are to heavy for US roads, the US has an extremely low weight limit of 80,000 lbs without a permit, though if the money was there to be made, shows would just pay for the permits.

Well, Hitler built the autobahn to be able to move his army's around quickly, so they were built to withstand tanks, cannons, and other extremely heavy war machinery, which is why there is an extremely high weight limit in Germany and other former Nazi occupied countries. The base of most of the autobahn is original from the 30's, with everything just being resurfaced from time to time, that's how beefy their roads are. Here in the US Eisenhower wanted the interstate system built quickly and at the lowest cost possible, so our roads were designed to be able to handle trucks of the 50's and not much more.
