My thoughts: I think that its a good plan for them even if the person was not a heavier set, the boats can still get stuck with everyone's combined weight. (although, I have not been on this ride in ages)
Another thing; "Employees ask larger passengers to disembark—and compensate them with coupons for free food." what?! Free food, they should gave out free rides or fast passes or something. but food?
How is that dumb, this rehab has been planned for sometime now. They were supposed to be getting new boats that have a greater buoyancy and can float with a heavier weight, they just need to lower the center of mass, but I guess if they just make the ride a few inches deeper, that could work too. It's not really dumb, its just America is fat and lazy. People would rather have the food coupons to get fatter than ride Its a Small World, so give what the fat people want and they will be happy.

^ yeah.. The boats get stuck then fiber glass ends up building up. It still has something to do with the largeness of guests. If the boat is to heavy, it scraps the bottom which makes the ride 'motionless'.

Yes IASW is getting new boats.
Yes they will have a greater buoyancy.
Yes there will be a new trough.
There will also be photocells installed.
There will also be intrusion pressure mats installed.
There will be a new entrance marquee.
The beginning and end of the ride will be refreshed.
There will be a new sponsor.
Besides the old boats getting stuck, the new boats are being introduced to increase capacity.
Large guests may have led to the boat replacement, but these boats have been in operation for almost 45 years. I'm surprised the boats have made it this far..

John is correct. The reason for the closure of the attraction is for a new advanced intrusion system; similar to what is found on Splash Moutain at WDW. The boats are getting onboard computers, which will co-respond to the intrusion system. Simple.
