No they have 3 service roads, two of which go around the sides of the park (past Rapids down to SUF, and past Eagle down between Viper/HH) and and one that goes through the middle (from under Wolf to Orleans Place). Magic Kingdom is the only park I know of that has its backstage system underground.

Theres no set amount SF pays to the city. Gurnee makes revenue off taxes from the park as well as every time one of those turnstyles in the admissions area clicks SF pays a tax for that admission.

They were planning an entertainment village with a hotel/waterpark. There were disagreements with the Illinois tollway and the city that eventually killed the idea.

They have to evaluate what will help their business long term and short term, its not like they decide to buy a ride and plop it in a few months later. Mark Shapiro doesnt go to IAAPA with a tote bag collecting brochures to go over with his wife and decide what new rides to get. Everything needs to be evaluated and they need to make sure their going to see a good profit off it, hence why Six Flags is getting Mack & GCI instead of crap like Intamin. Six Flags has been totally crippled like rides like Superman The Escape, X, DejaVu, etc and if theres one mistake they dont want to make again its that.

Yes, they normally have 2 undercover security guards in the park to eject guests that are smoking (that was a new for 2008 thing, dont know if its been cut for budget by now) and they have loss prevention people strolling the park ensuring employees are not stealing from the company. They have been re-wiring the park the past few years with new equipment to prevent employee theft. You either have to get hired into loss prevention (which most of the time requires some sort of experience) or transfer from another department.

I dont remember whats on the top level of that building. I remember the top level of the season pass processing center is the park operations offices, the top level of the Bugs Bunny & Company building is the VIP room, and the back half of the County Fair Games Gallery structure is the games Cash Distrobution Center + games training room, and the rides training room is in the old Shuttle ride building.
The main admin & sales offices are in a huge building behind Iron Wolf, the HR office and training rooms are in a trailors in the employee parking lot, wardrobe & security dispatch are behind the HR office, the tool crib is behind Eagles station, Cash Control and the Games warehouse are right across from eachother on the central service road. Other pockets of the backside of buildings are for garbage disposal/cleaning supply storage.
