2 things, I love how there was about 4+ people all just milling about, no one thought to hit stop or call the police. Secondly, they say who is at fault? Uh, he hopped a fence. Wow, he could have easily asked a ride operator and he probably would have gotten the hat back. Not worth risking your life over.
