How can you make the shops in building without making the building 20-25 ft tall. I only want it about 10-15 ft.

From what I know there really isn't a way. The height all depends on what shop your building over.

bathrooms can do 10ft, but other shops are like 20-25ft

if you get good techniques down, you can bypass it looking bad. Download some parks and check out what other people do for an idea.
