Locked Forum

I noticed that on the bottom of the forum index there is something that says "forum is locked." Why would that be used and has it ever been used?

That is if a forum is locked like topics are locked. Basically there can be a forum where every topic is automatically locked, it is usually used for a news item forum where they won't allow comments on the news items.

We don't use it here though, its just an option with the forums.
